What is an EICR?
An Electrical Installation Condition Report (EICR) is a formal safety document produced after a qualified electrician inspects and tests the fixed electrical installation in a property — the consumer unit (fuse board), wiring, sockets, switches, light fittings and earthing/bonding. It is sometimes called a landlord electrical safety certificate, a periodic inspection, or a fixed-wire test.
The inspection identifies anything that is damaged, deteriorating, overloaded, or no longer meets the current UK wiring regulations (BS 7671). Every issue is graded with a fault code so you know exactly what — if anything — needs putting right, and whether the installation is judged satisfactory or unsatisfactory. The legal requirement for landlords
Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, every landlord in England must ensure the electrical installation in their rented property is inspected and tested by a qualified person. A satisfactory EICR has been mandatory for all existing tenancies since 1 April 2021.
- The installation must be inspected and tested at least every 5 years (the “5-year rule”), or more often if the report specifies.
- A copy of the report must be given to existing tenants within 28 days, to new tenants before they move in, and to the local authority within 7 days if requested.
- Where the report requires remedial work, it must be completed within 28 days (or sooner if stated) with written confirmation supplied.
- Local authorities can issue financial penalties of up to £30,000 for non-compliance.
For owner-occupiers an EICR is not a legal requirement, but it is strongly recommended every 10 years, or whenever you are buying or selling a home in Greater Manchester.
